Residence Permit for an Employed Person in Finland: First Application Guide

CHIKIECHIKIE · FINLAND · FIRST APPLICATION

Understand the route before you apply.

A Finnish job offer and immigration permission are separate parts of your move. This guide helps you understand a first residence permit for an employed person, called TTOL in Migri’s guidance, and prepare useful questions for your employer and the responsible authorities.

It is primarily for readers outside the EU/EEA/Swiss free-movement framework who are planning employment in Finland from abroad. Read the route check first, then work through the preparation and application sections.

Independent guidance. ChikieChikie is not Migri, Enter Finland or a Finnish mission. We explain official information; we do not submit your application or decide your eligibility. Simplified conditions cannot guarantee a permit, employment, processing time or any immigration outcome.

1. Pathway at a Glance

TTOL concerns employment with a Finnish employer or an employer operating in Finland. Confirmed employment is required before applying. You also need the skills for the job and sufficient income. The permit is connected to a field of employment.

Use this page to organise your preparation, then compare your circumstances with Migri’s current TTOL requirements. If you are still exploring jobs, treat the guide as preparation rather than an invitation to apply immediately.

2. Is This the Right Permit for Your Job?

Not everyone coming to Finland to work uses TTOL. Migri has separate applications for specialists, EU Blue Cards, seasonal work, research, intra-company transfers and other specific work. Entrepreneurship and start-up entrepreneurship are also distinct routes.

EU/EEA/Swiss free-movement situations require a different starting point. If you already have Finnish residence status, check the work rights attached to it before assuming you need TTOL.

Start with Migri’s work-route directory and Application Finder. Explain your duties and employment arrangement accurately. The phrase “work visa” is too imprecise to select the correct Finnish application.

3. Eligibility Overview

Check the job, your qualifications, the employment conditions and the general first-residence-permit instructions. Your employer verifies and documents the professional skills required for the work.

Prepare valid identity documentation and make sure you can demonstrate lawful stay in the country where you apply. Do not treat this short overview as a complete eligibility checklist: the official application asks for information specific to your circumstances.

Before gathering documents, write down your job duties, employer, proposed hours and salary. Ask your employer to explain any unclear terms so your preparation follows the actual employment arrangement.

4. Employment and Income Requirements

2026 REQUIREMENT · CHECKED 6 OCTOBER 2026

For TTOL, Migri states a minimum total salary of €1,600 gross per month in 2026. Gross means before taxes and other deductions. Salary must also meet the applicable collective agreement. Reaching this figure alone does not establish eligibility.

Income must support you throughout the permit’s validity. Several employment relationships may contribute. Migri excludes salary supplements such as evening and night supplements from the threshold calculation.

Regular minimum hours matter: zero-hours and on-demand contracts do not meet the TTOL requirements described on Migri’s route page. For part-time calculations or pay containing benefits, consult the official rules rather than estimating from the best possible working month.

Check the current income requirement and official employment-condition guidance. Annual figures can change. Where no applicable collective agreement exists, the employer guidance addresses comparison with pay for similar work.

5. Applicant and Employer Responsibilities

What the applicant does

You prepare and submit your own residence-permit application, supply your evidence, arrange payment and prove your identity. Employer participation does not replace your application.

In Enter Finland, provide the employer details and permission needed to connect the employer’s contribution. Coordinate early so both sides know which information is still outstanding.

What the employer does

The employer supplies the terms of employment and requested supporting information. Enter Finland for Employers allows supplementation of an employee’s online application, including employment/company details and responses to requests.

If the employer cannot use that service, Migri provides a paper terms-of-employment form for the applicant to attach. Use Enter Finland for Employers and Migri’s employer instructions.

Labour-market testing may apply: it concerns whether suitable labour is available within a reasonable time in Finland or the EU/EEA. Detailed exemptions are not reproduced here. Confirm the assessment relevant to the job with Migri.

6. Documents and Evidence

Organise your preparation into identity/travel documents, evidence of lawful stay in the application country, employment information and evidence requested for your circumstances. Check whether translations or legalisation are required.

Use Migri’s guide for employed persons to find relevant information and compile an attachment checklist. That guide helps you prepare; it is not an application submission.

Keep an organised copy of what you submit. Review names, dates and employment details for consistency before sending anything. These preparation habits help you identify omissions without relying on a copied universal checklist.

7. How to Apply

  1. Confirm the route. Read the current Migri requirements and use its Application Finder if uncertain.
  2. Prepare the evidence. Use the official checklist and resolve missing information with your employer.
  3. Complete the application. Enter Finland is the Finnish Immigration Service’s official online service. Select the correct first application, complete the questions and attach documents.
  4. Arrange payment and employer supplementation. Follow the official payment instructions. Coordinate the terms of employment through the employer service or prescribed paper alternative.
  5. Prove your identity abroad. Follow the responsible mission or application centre’s appointment instructions.
  6. Follow your application. Monitor messages and respond through the channel appropriate to an online or paper application.

A paper application remains an official alternative if you cannot use Enter Finland. Obtain the current form and instructions from Migri rather than copying an old form from another website.

8. Applying From Abroad and Proving Your Identity

Migri’s TTOL instructions require the first application to be submitted abroad. This guide does not explain extensions or changing residence grounds.

Identification is a separate step from completing an online form. Migri directs applicants to a Finnish mission or, where arranged, a VFS Global application centre. You must have a valid travel document and be staying legally in the application country.

Use Finland Abroad to select your country and identify the responsible location. Check appointment, original-document and local payment instructions there. Do not assume the same arrangements apply in every country.

Read Migri’s identification-abroad guidance.

9. Fees and Processing

Check Migri’s current fees and payment methods for your application method. This guide does not copy fee amounts. Follow the official payment instructions; payment to ChikieChikie is not part of this process.

Use Migri’s current processing-time information. Estimates can change and individual cases can take different amounts of time. They are not promises of approval or a guaranteed date for starting work.

Distinguish the application decision from identification arrangements and receiving a card. Build flexibility into your plans rather than treating an estimate as a confirmed travel schedule.

10. While Waiting for a Decision

Check your messages and answer requests for additional information using the stated instructions and deadline. For an online application, Migri directs supplementary information through your Enter Finland account.

Keep contact details current. Migri asks online applicants to update them and also send changed contact details through the additional-information function. If the proposed employment materially changes, ask Migri how to update the pending application rather than leaving inaccurate details unaddressed.

Submitting a first TTOL application does not authorize you to start working. Migri’s TTOL guidance says work cannot begin before the permit is granted. Do not import extension rules or another category’s rights into this first-application process.

11. Decision and Next Steps

Online applicants receive notification when a decision is ready, and the decision is available in their account. Paper applicants receive the relevant notification or instructions. Read the decision itself carefully.

A granted residence permit comes with a residence-permit card. Follow the authority’s delivery and travel instructions. Check the permit’s validity and work conditions before agreeing a start date.

TTOL work rights relate to the permitted employment field; current official guidance also describes an exception for national labour-shortage sectors. Check Migri’s current right-to-work section before changing sector.

After moving, consult DVV’s registration guidance for personal data, address, family relationships and municipality of residence. Having a personal identity code does not mean every registration task is complete; conditions apply.

12. Bringing Family

Your employment application is not a complete immigration application for accompanying relatives. Their route depends on the qualifying relationship and the sponsor’s status, with separate requirements and evidence.

Begin with Migri’s family guidance. Check each family member’s circumstances before coordinating plans. This page does not provide a family-reunification checklist.

13. Common Mistakes and Important Cautions

  • Starting with a label instead of the job. Check the actual work route before choosing an application.
  • Leaving responsibilities unclear. Agree who is preparing each applicant or employer contribution.
  • Reusing an old checklist. Open the official requirements again before submission.
  • Planning around one figure. Check the year, applicable employment terms and the rest of the requirements.
  • Confusing preparation with permission. An application receipt is not confirmation that employment can begin.
  • Using this page as a government portal. Submit applications and sensitive documents only through the responsible official channels.
